Community Use of
District Facilities

As a service to the community and in accordance with law, the Board of Education may allow community groups as defined in this policy to use district facilities for educational, recreational, social, civic, philanthropic and other similar purposes when the facilities are not being used by the district or district-sponsored groups. The superintendent or designee is directed to create and enforce procedures addressing facility use and may approve or deny facility use requests in accordance with this policy.

Granting a request to use district facilities does not constitute district endorsement of the activity, organization, organization's mission or any opinion expressed by the groups or members of the groups.

Eligible Users

Use of district facilities is a privilege, not a right. No community group will receive access without first obtaining the approval of the superintendent or designee. In some cases Board approval may also be required. The district intends to maintain district facilities as nonpublic forums and reserves the right to exclude individuals or groups from its facilities or cancel or modify any permission granted, to the extent allowed by law.

Community groups may request to use district facilities. The district discourages use by individuals, for-profit entities or other groups not addressed in this policy, and these persons or entities may only use district facilities if approved by the Board. Priority will be given to groups or activities that directly benefit district students. Use of district facilities will not be granted if the use conflicts or interferes with a district-sponsored activity, and all uses granted are contingent upon the district's needs. The Board will make the final decision if a dispute over usage occurs.

In accordance with law, when the district allows youth or community groups not affiliated with the district to use district facilities outside of school hours, the district will provide equal access and related services and benefits to groups officially affiliated with the Boy Scouts of America, Girl Scouts of the United States of America, Big Brothers Big Sisters of America, Boys and Girls Clubs of America, or other groups or organizations listed in Title 36 of the U.S. Code that are intended to serve young people under the age of 21.

Staff use of district property and facilities is subject to this policy when the use is for reasons unrelated to the staff member's duties with the district.

The Board shall have final authority in interpreting Board policy and in settling disputes regarding the eligibility of a nondistrict group's use of district facilities.

Priority of Facility Usage

Individuals, groups and associations may use district facilities, subject to district restrictions, according to the following priorities:

Class A organizations -- Any district-sponsored or district-affilliated groups whose entire profit and income returns to the district, either directly or in the form of gifts to be used by the district. This includes all district parent organizations and scouting orgaizations sponsored by district parent groups.

Class B organizations -- Nonprofit businesses, civic organizations, social organizations and churches located in the district and all other approved nonprofit organizations.

Class C organizations -- All for-profit businesses and organizations.

Fee Schedules

A rental fee to cover operational costs (heat, lights, etc.) and custodial service will be charged in accordance with the following schedules:

NOTE: A $30.00 custodial fee will be added to all weekend events, changing the hourly fee.

1. Class A organizations will be limited to six (6) hours per week, per facility, with no charge being assessed. If they use more than six (6) hours per week, they will be assessed as a Class B organization.

2. Class A organizations may transfer times with other Class A organizations, with the exception of times using the swimming pool and high school auditorium.

Personnel Charges

1. The renting group will be charged $30 per employee per hour, with a one-hour minimum, for special assignment of regular district staff, including custodians, maintenance staff and food service staff.

2. When the swimming pool is rented, the renting group must provide two (2) certified lifeguards. All Groups using district facilities must provide proof of liability insurance in the amount set by the district.

3. Renting groups will charged for use of additional district staff if needed for crowd control or security.

High School Auditorium Guidelines

The following additional fee guidelines apply for use of this facility:

1. Arrangements to rent the auditorium must be made with the high school principal; once rental has been approved, any special arrangements must be made with the auditorium manager. The auditorium is not available during district holiday periods or over holiday weekends, and it will only be available on Sundays or non-holiday weekends with special approval from the high school principal.

2. A 25% nonrefundable deposit is required at the time of scheduling and the balance is payable two (2) weeks prior to the performance date. No dates can be finalized without complete payment.

3. Extra services such as prop set-up, stage decoration, master tape production and piano moving will be available on a pay-as-you-go basis at the rate of $25 per hour with a one (1) hour minimum.

4. Under the basic rental rate, the auditorium may be used a maximum of eight (8) hours daily. For each four (4) hour period, the crew will be allowed 20 minutes of shut-down time.
